Yesterday, Moody?s Investors Service downgraded six of Canada?s major financial institutions on concerns over high levels of consumer debt among Canadians and elevated house prices.

Separately, the current Bank of Canada Governor Mark Carney, who will take over the head job at the Bank of England in July this year, stated that unless workable measures are put in place, the credit crisis which began reverberating around the global economy in 2007 will be repeated. He further indicated that policy in developed countries is not ?maxed out? and that central bankers should be prepared to take aggressive measures to help boost economic growth.

In the Asian session, at GMT0400, the pair is trading at 1.0058, with the USD trading marginally lower from yesterday?s close.

The pair is expected to find support at 1.0037, and a fall through could take it to the next support level of 1.0017. The pair is expected to find its first resistance at 1.0090, and a rise through could take it to the next resistance level of 1.0123.

The currency pair is trading just below its 20 Hr and 50 Hr moving averages.

MLK day parade debriefing generates ideas for future

WILMINGTON, NC (WWAY) -- Organizers say it drew over 12,000 parade goers to downtown Wilmington but some business owners say the Martin Luther King parade hurt their business.

"Every step is a process and ever process is a learning process so I think this was a growing pain," said John Hinnant of Wilmington Downtown Incorporated.

A growing pain that brought businessmen and bikers together inside the confines of city hall to discuss ways to improve the Martin Luther King Parade.

After years on Castle Street the parade route was moved to Front Street, which provided mixed results.

"It's a very passionate thing,? said deputy city manager Tony Caudle. ?It's something that has been very well attended on Castle Street for a very long time. Moving it to a new location obviously a lot of folks didn't know it was going to happen. So I think it's very important to make sure that we reach out into the community and make sure we channel some of that passion back into constructive criticism."

That constructive criticism was written down and discussed amongst the attendees, many of whom say despite a few negatives, holding the parade downtown was overall a positive experience.

"Having walked in the parade on Castle Street and having attended the parade on Castle Street I knew that this was an opportunity to really grow the event into a true community event with a diverse audience with more kids and more families and that happened and to that end it was a success,? said John Hinnant.

"I think it was a net positive,? said Tony Caudle. ?Some of the business folks are concerned that they didn't get as much business out of it that they would like to see. There is always that concern when you block off streets but you know I think it's a net positive anytime you can 12,000 people downtown on a Monday that aren't in office buildings, I think that's a good thing."

Obama launches push for immigration overhaul

(AP) ? Seeking swift action on immigration, President Barack Obama on Tuesday will try to rally public support behind his proposals for giving millions of illegal immigrants a pathway to citizenship, as well as making improvements to the legal immigration system and border security.

The president will launch his push in a campaign-style event in Las Vegas, a day after a bipartisan group of senators unveiled their own plan for addressing an issue that has languished in Washington for years.

Administration officials said Obama would largely endorse the senators' efforts, though immigration advocates said they expected the president's own proposals to be more progressive than the Senate group's, including a faster pathway to citizenship.

The simultaneous immigration campaigns were spurred by the November presidential election, in which Obama won an overwhelming majority of Hispanic voters. The results caused Republican lawmakers who had previously opposed immigration reform to reconsider in order to rebuild the party's reputation among Hispanics, an increasingly powerful political force.

Most of the recommendations Obama will make Tuesday are not new. He outlined an immigration blueprint in May 2011 but exerted little political capital to get it passed by Congress, to the disappointment of many Hispanics.

Obama "believes that we are at a moment now where there seems to be support coalescing at a bipartisan level behind the very principles that he has long put forward and behind principles that have in the past enjoyed bipartisan support," White House press secretary Jay Carney said Monday. "And that is a very positive thing."

The president was to make his pitch in Nevada, a political battleground he carried in November, in large part because of support from Hispanics in the state.

Nationally, Obama won 71 percent of the Hispanic vote, giving him a key advantage over Republican rival Mitt Romney.

Administration officials said the president would bolster his 2011 immigration blueprint with some fresh details. His original plan centered on four key areas: a pathway to citizenship for the 11 million illegal immigrants in the U.S., improved border security, an overhaul of the legal immigration system, and an easier process for businesses to verify the legal status of workers.

Administration officials said they were encouraged to see the Senate backing the same broad principles. In part because of the fast action on Capitol Hill, Obama does not currently plan to send lawmakers formal immigration legislation.

However, officials said the White House does have legislation drafted and could fall back on it should the Senate process stall. The officials spoke on the condition of anonymity in order to discuss internal strategy.

Gay and lesbian advocates were also expecting Obama's proposals to include recognition of same-sex couples where one partner is American and another is not.

Obama's previous proposals for creating a pathway to citizenship required those already in the U.S. illegally to register with the government and submit to security checks; pay registration fees, a series of fines and back taxes; and learn English. After eight years, individuals would be allowed to become legal permanent residents and could eventually become citizens five years later.

The Senate group's pathway to citizenship for illegal immigrants already in the U.S. would be contingent upon securing the border and improving tracking of people in the U.S. on visas. Linking citizenship to border security could become a sticking point between the White House and lawmakers.

The Senate framework would also require those here illegally to pass background checks and pay fines and taxes in order to qualify for a "probationary legal status" that would allow them to live and work here ? but not qualify for federal benefits ? before being able to apply for permanent residency, a critical step toward citizenship. Once they are allowed to apply they would do so behind everyone else already waiting for a green card within the current immigration system.

Passage of legislation by the full Democratic-controlled Senate is far from assured, but the tallest hurdle could come in the House, which is dominated by conservative Republicans who've shown little interest in immigration reform.

The senators involved in formulating the immigration proposals were Democrats Charles Schumer of New York, Dick Durbin of Illinois, Robert Menendez of New Jersey and Michael Bennet of Colorado; and Republicans John McCain of Arizona, Lindsey Graham of South Carolina, Marco Rubio of Florida and Jeff Flake of Arizona.

Several of these lawmakers have worked for years on the issue. McCain collaborated with the late Democratic Sen. Edward M. Kennedy on comprehensive immigration legislation pushed by then-President George W. Bush in 2007, only to see it collapse in the Senate when it couldn't get enough GOP support.

Study Bolsters Quantum Vibration Scent Theory

How does the sense of smell work? Today two competing camps of scientists are at war over this very question. And the more controversial theory has just received important new experimental confirmation.

At issue is whether our noses use delicate quantum mechanisms for sensing the vibrations of odor molecules (aka odorants). Does the nose, in other words, read off the chemical makeup of a mystery odorant?say, a waft of perfume or the aroma of wilted lettuce?by ?ringing? it like a bell? Chemistry and forensics labs do this all the time with spectrometers?machines that bounce infrared light off mystery materials to reveal the telltale vibrations that the light provokes. Olfaction might, according to the vibration theory of smell, do the same using tiny currents of electrons instead of infrared photons (see previous coverage of the vibration theory here).

The predominant theory of smell today says: No way. The millions of different odorants in the world are a little more like puzzle pieces, it suggests. And our noses contain scores of different kinds of receptors that each prefer to bind with specific types of pieces. So a receptor that is set to bind to a molecule called limonene sends a signal to our brains when it finds that compound, and that's one of the cues behind the smell of citrus. Likewise that same receptor wouldn't bind to hydrogen sulfide?which smells of rotten eggs.

So, the promoters of the standard theory say, the familiar chemical interactions between receptor and odorant are all that's needed to explain olfaction. No fancy quantum vibration theory is necessary.

Yet here's a twist: odorant molecules typically contain many hydrogen atoms. And hydrogen comes in multiple forms, each very chemically similar to the others. But those different isotopes of hydrogen do strongly affect how a molecule vibrates. So deuterium, containing a hydrogen nucleus that has both a proton and a neutron (as opposed to plain-old-hydrogen that has just a proton), might help scientists discriminate between the proposed vibration and standard chemical binding theories of olfaction.

According to new research published today in PLoS ONE, human noses can sniff out the presence of at least some kinds of deuterium. Specifically, experimenters found regular musk molecules smelled different from ones that contain deuterium. "Deuterated" musks, says researcher Luca Turin of the Alexander Fleming Biomedical Sciences Research Center in Greece, lose much of their musky odor and instead contain overtones of burnt candle wax.

The finding represents a victory for the vibration theory, Turin says. And, he adds, it makes some sense, when you consider the purpose of our olfactory ability?whatever its mechanism is. The natural world contains millions of types of molecules. Some are good for us, and some are bad. The nose helps to distinguish one from the other. "Olfaction is trying to be like an analytical chemist," Turin says. "It's trying to identify unknowns." Chemists identify unknowns using spectrometers. Olfactory receptors, according to the vibration theory, act like little wetware spectrometers.

Adding to Turin's quiver is a 2011 finding in Proceedings of the National Academy of Sciences indicating that drosophila flies, too, can smell the difference between a molecule called acetophenone (which to humans smells sweet) and its deuterated cousin.

That?s all well and good, says Eric Block, professor of chemistry at the University at Albany in New York State. But, he says, it hardly proves the vibration theory, which faces some contrary evidence. For one, he points out that Turin once claimed humans, like drosophilia, could sniff out a deuterated version of the molecule acetophenone from the regular stuff, yet in 2004 Nature Neuroscience published a contrary claim, that human noses can't smell the presence of deuterium in acetophenone (Scientific American is part of Nature Publishing Group). And, Turin himself says in his new paper that he has confirmed the negative 2004 finding, although he thinks he has an explanation for the failure: deuterated acetophenone has relatively few deuteriums in it and thus may generate a weak vibrational signal that is too weak for humans to detect. Block says Turin can't have it both ways: either noses can smell deuterium or they can't.

African leaders meet in Ethiopia amid Mali crisis

ADDIS ABABA, Ethiopia (AP) ? African leaders met in the Ethiopian capital Sunday for talks dominated by the conflict in Mali as well as lingering territorial issues between the two Sudans.

The African Union says it will deploy a force in Mali, where French troops are helping the Malian army to push back Islamist extremists whose rebellion threatens to divide the West African nation.

United Nations Secretary-General Ban Ki-moon is attending the two-day summit in Addis Ababa, where Ethiopian Prime Minister Hailemariam Desalegn took over from President Yayi Boni of Benin as chairperson of the African Union.

"We are determined to do what we can to help the people of Mali in their time of need," Ban said. "Humanitarian agencies are helping suffering civilians. The United Nations has also sent specialists on the military and political tracks. This is a moral imperative for all in the international community. I have presented to the Security Council my recommendation on the logistics support package for (the Mali force)."

With Mali at the top of the agenda, African leaders hope they can make quick progress in deploying a substantial number of African troops there. As the African leaders met, French special forces fighting alongside Malian troops were pushing farther north into the Malian desert in an offensive against al Qaida-linked Islamists who took control of northern Mali more than nine months ago.

Africa's economic boom is threatened by violent conflicts across the continent, African Union officials said at the summit.

"While we are proud of the progress made in expanding and consolidating peace and security on the continent, we also acknowledge that much still needs to be done to resolve ongoing, renewed and new conflict situations in a number of countries," said African Union Commission Chairperson Nkosazana Dlamini-Zuma.

Dlamini-Zuma said the Peace and Security Council of the African Union will report to the summit on efforts to resolve conflicts in countries ranging from Mali to Madagascar.

The Peace and Security Council of the African Union said in a statement Saturday that it wanted "the early operationalization of the African Standby Force" in Mali. The council also said it fully supports Mali President Dioncounda Traore but urged him to put in place a roadmap to free and fair elections. It also said the African Union is committed to preserving the unity of Mali and would "spare no efforts" to safeguard the country's territorial integrity.

A number of African countries have pledged to send troops to Mali, and on Tuesday the African Union will hold a conference of donors with hopes that money will be raised for the Mali force. The Peace and Security Council of the African Union urged member states to "seize the opportunity of the donors' conference ... to meaningfully contribute toward the mobilization of the necessary resources."

The council also urged the international community to contribute generously to the Mali force.

Meanwhile, the leaders of Sudan and South Sudan met at the summit in Addis Ababa, although African Union officials said they did not expect them to make much headway. South Sudan President Salva Kiir and Sudan President Omar al-Bashir earlier this month agreed to "the unconditional and speedy" implementation of deals they had reached back in September. But a subsequent meeting of the two countries' negotiating teams that should have outlined timetable for the deal's implementation ended in disagreement.

Ban urged the two Sudans to resume direct talks and spoke of the "dangerous humanitarian situation in Southern Kordofan and Blue Nile states."

"In Sudan and South Sudan the parties have taken positive steps to resolve outstanding issues," Ban said. "But they should make more progress in meeting their agreements."

Mediators led by former South African leader Thabo Mbeki have until July to push the two sides to agree on the status of the disputed Abyei region as well as other contested border areas.

(AP) ? Gregg Williams may be a step closer to returning to the NFL after being suspended indefinitely for his role in the Saints' bounty program.

Titans coach Mike Munchak has talked with Williams and is interested in adding him to his Tennessee staff, said a person familiar with the situation. The person spoke Sunday to The Associated Press on the condition of anonymity because the Titans do not discuss personnel moves until they are finalized.

Before the Titans could hire Williams, he must be reinstated by the league. Commissioner Roger Goodell suspended him indefinitely for his role in the New Orleans Saints bounty program, and NFL spokesman Greg Aiello said Sunday the league has not yet addressed Williams' potential reinstatement.

Munchak did not immediately answer a message left by the AP on Sunday. The Titans coach has not talked with the media about his team since the day after the season ended.

How quickly the league considers reinstating Williams may take at least a week with the San Francisco 49ers arriving in New Orleans on Sunday to kick off festivities leading up to the Feb. 3 Super Bowl.

Williams is the only coach or player who has yet to return to the NFL in the wake of the bounty scandal.

Goodell just lifted the suspension for New Orleans coach Sean Payton on Tuesday, nearly two weeks earlier than expected. Saints general manager Mickey Loomis was suspended for eight games and assistant head coach Joe Vitt for six. Four current or former Saints players were also suspended after an investigation found the club had a performance pool offering cash rewards for key plays, including big hits. The player suspensions eventually were overturned.

Williams was the Saints defensive coordinator from 2009-11 and was hired by St. Louis in January 2012 by former Titans coach Jeff Fisher before being suspended indefinitely in March 20112. Williams' son, Blake, also was on Fisher's staff as the Rams' linebacker coach ? but his contract was not renewed earlier this month.

Munchak has known Williams since 1990. Munchak was playing for the then-Houston Oilers when Williams became an assistant coach with the team. They also coached together with the Oilers; Munchak oversaw the offensive line starting in 1994 and Williams rose from defensive assistant to coaching special teams, then linebackers and finally defensive coordinator.

Williams left the Titans to become head coach of the Buffalo Bills in 2001 before becoming defensive coordinator with the Washington Redskins from 2004-07. He also was defensive coordinator in Jacksonville in 2008 before being hired by the Saints in 2009.

Williams also has a relationship with Munchak's current defensive coordinator, Jerry Gray. When Williams left for Buffalo, Gray went with him and served as Williams' defensive coordinator with the Bills.

Even though Gray currently has the job, the Titans' defense needs help and Munchak will be coaching for his job in 2013 after going 6-10 in his second season as head coach. One reason for the losing record was Tennessee's inability to stop anyone; the Titans set a franchise record allowing 471 points in 2012. Powers of prophesy: Davos looks to the future

DAVOS, Switzerland (AP) ? Forget the endless debates about the euro or government debts. What does the future hold?

The World Economic Forum at Davos is always a showcase for new research, trends and ideas. And those at the annual gathering of the world's elite don't shy away from making predictions, even if they missed foreseeing seminal events like the Great Recession or the Arab Spring revolts.

Here are some predictions from this year's participants:

WEATHER AND WATER

Climate change will lead to more and more extreme weather, which will cause tremendous economic upheaval, predicts New York University economist Nouriel Roubini.

"It's not just that New York is going to be underwater 30 years from now," he said, referring to the devastation caused last fall by Hurricane Sandy.

Oxford University physicist Tim Palmer ? who said as a scientist he preferred probabilities to prediction ? noted there is a 10- to 15-percent chance that the Earth will warm by 6 degrees Celsius within a century, leading to "catastrophic consequences for humanity" ranging from extreme weather to rising seas.

Vali Nasr, dean of the School of Advanced International Studies at Johns Hopkins University, said many countries will start running out of water in the coming years.

"Water is the new oil," he said.

A TECHNOLOGICAL SURGE

Laura Tyson, a business professor at the University of California at Berkeley, said one of the great concerns should be "the employment effects of technology," with so many jobs being rendered obsolete by scientific or technological advances.

Discussions of such advances were everywhere at Davos.

Sebastian Thrun, a computer science professor at Stanford University and leader of Google's Self-Driving Car Project, said he thinks Google co-founder Sergey Brin's prediction that within five years driverless cars will be on the streets used by regular people is going to happen.

"It'll be a while before they're going to be mainstream, and there'll be all kinds of interesting questions coming about security, privacy, safety of the system as a whole," Thrun said. "But if they are available within five years for general consumers, I think within 15 years you ought to be able to buy one of those."

MENTAL ILLNESS UNDERSTOOD

Edward Boyden, an associate professor at the Massachusetts Institute of Technology who directs a neural engineering research group, says new technologies for analyzing the brain will produce significant advances in fighting mental illness.

"Right now we know that certain cell types in the brain are impaired in schizophrenia, or bipolar disorder or autism," he said.

If scientists can develop new technologies to image the brain and control the brain's cells, he said "over the next half-century or so we should be able to really understand how these networks" generate emotion.

Then, in the case of mental illness, "we can insert information into the cells in order to re-sculpt their dynamics and fix what's broken," Boyden said.

Technology entrepreneur Eric Anderson said biotechnology and medicine "are eventually going to be information sciences, with your genes... will determine treatment."

THE LIGHTEST STUFF

Julia Greer, an assistant professor of materials science and mechanics at the California Institute of Technology, says the world is craving a useful, ultra-superlight material to work with.

Her research group collaborated with Hughes Research Lab (HRL) and the University of California, Irvine, to recently develop the world's lightest solid material. She predicted that in 10 to 15 years it will be used as fuel cell catalysts, as acoustic damping devices on submarines, as anti-reflective layers in solar cells, and as components of vehicles sent into space.

The new material, called a micro-lattice, is made up of tiny hollow tubes of nickel-phosphorous that are angled to connect ? and contains 99 percent air, Greer said. It can also be used for high-temperature thermal batteries, heart stents and blood clot catchers, she said.

On a related topic, Roy Johnson, the chief technology officer for Lockheed Martin, predicted huge advances in 3-D printing.

POWER TO THE PEOPLE

One of the most famous predictions is Moore's Law, named after Intel co-founder Gordon Moore, which says that computing power doubles every two years or so. It has proven stunningly correct so far, putting new technological devices in everyone's pockets.

But how long will this law hold? Paul Jacobs, the CEO of Qualcomm, said it's not so certain anymore.

The implications of effectively infinite computing power are staggering ? no more waiting for a power-up or a download; every song, movie and TV episode instantly available; and even the possibility of what scientists call artificial intelligence.

But Jacobs told The Associated Press that the law might be valid only "a couple of more generations."

"I'm worried. In the next couple of nodes we're going to stop getting those numbers unless somebody figures out something," he said.

YOUTH OF THE WORLD UNITE

Former British Prime Minister Gordon Brown, now the U.N. special envoy for global education, said huge advances in the Internet and technology are enabling young people to connect with each other and "this is opening up the world in a way that has never happened before."

"Young people are beginning to see that the gap between the opportunities and rights they have been promised and the opportunities and rights that are delivered to them is wholly unacceptable," he said at a session on the forum's sidelines. "And the sense that they are being deprived of these opportunities and rights is, I think, going to be the big motivating force over the next few years."

An Anthropocene opportunity

This article by Clive Hamilton on the end of the social sciences has got me thinking about the placelessness of the pre-anthropocene. ?I find the reminder about the separation of humans from nature, and the backdrop of a (presumed) inert nature,?haunting.

Having an interest in spatial theory in education and the influence of place, or a place-conscious curriculum (and pedagogy) I am often battling to bring place and space back into educators thinking. ?It seems so natural to reference Dewey and his concern for a humanist education centred around nature and experience as a basic principle of education. However, the modernist experience of education has been a placeless ?curriculum? of powerful cultural knowledge to be remembered regardless of place. ?Indeed place has often been sidelined as about the past, antiquated and backward: a concern not for these times. ?Instead to get ahead students need to master a placeless curriculum that is about modernity, constant movement, with no time to dwell or consider what learning means for the person engaged in it or the community in which they live. ?Two examples; As we see in the work of people like Michael Corbett education has been about ?leaving, and learning to leave. Similarly the work of Thomas Popkewitz has shown how schooling is about cosmopolitanism, or to be as removed from nature as possible.

It seems on initial thinking that the notion of the anthropocene may be a powerful idea to help bring our curriculum (and pedagogy) back to a more place-conscious form of education. As the logic of Hamilton?s article suggests, we have destroyed the modernist project through our ambivalence to nature, now nature has responded to assert the interconnectedness of everything on this rock. ?It might just prompt the sort of educational reappraisal that has been so long overdue. It might just be the impetus for a return to curriculum.

The content of that curriculum? well we could probably start with the ideas, ?insights? and dispositions outlined by Wade Davis in the Wayfinders or by David Tacey in the Edge of the Sacred.

Big spending China threatens J-League's reign

SINGAPORE (AP) -The Chinese Super League has shaken off corruption scandals and is spending big on international stars sparking debate as to how much ground it has made up on a Japanese J-League coping with a continuing exodus of young talent.

A growing number of the J-League's best players are heading to European teams. 2012 Olympic star Kensuke Nagai left Nagoya Grampus earlier in January to join Standard Liege of Belgium, while Genki Omae became the 11th Japanese player to join Germany's top tier, shifting to Fortuna Dusseldorf from Shimizu S-Pulse.

Shimizu coach Afshin Ghotbi told Associated Press he would like to see more done to ensure talent remains longer, or at least teams receive transfer fees of sufficient size to allow investment in developing talent.

"J-League clubs have to do a better job in keeping players in Japan by signing longer term contracts and renewing them prior to their final year," said Ghotbi who added that the rise of Chinese football is good for Japan.

"Due to the number and quality of the young Japanese players, the J-League has been able to sustain its quality, but unless measures are taken, at some point we will see a decline in the quality and popularity of the league."

The booming Chinese league has overtaken the J-League in terms of average attendance, partly due to major investment in overseas talent.

Guangzhou Evergrande, Guangzhou R&F, Shanghai Shenhua and Dalian Aerbin are also in the process of signing foreign players of higher quality than their Japanese counterparts.

Speculation as to whether Didier Drogba and Nicolas Anelka will spend another season with Shanghai Shenhua has overshadowed some interesting purchases by Chinese clubs.

Marcello Lippi, who led Italy to the 2006 World Cup, and now coach of Guangzhou Evergrande, splashed out $7.4 million in December on Brazil's Elkeson de Oliveira Cardoso to add to a squad that reached the last eight of the 2012 Asian Champions League.

Guangzhou also won a second successive Chinese championship with a squad of Chinese national team players and highly-rated and highly-paid imports such as Dario Conca and Lucas Barrios.

Dalian Aerbin signed French international Guillaume Hoarau from Paris Saint Germain. At 28, Hourau is no veteran approaching the end of his career, but a talented player at the peak of his career.

U.S.-born Tom Byer played in Japan in the forerunner to the J-League and since retiring has played an influential role in the country's highly-rated youth development system. He is now Head Technical Consultant to the Chinese School Football Program administered by the Ministry of Education.

"China is surely signing bigger marquee players than the J. League," Bayer said. "It seems like the `90s in Japan when every club had to have one or two stars. Time will tell if the Chinese Super League will get it right with the massive investment that some clubs are making."

The departure of talent from Japan has its positives according to Byer, who believes that it has made the J-League more competitive. 2008 Asian Champion Gamba Osaka was relegated in 2012 while seven-time champion Kashima Antlers has fallen on lean times leaving relatively unfashionable teams such as Kashiwa Reysol, Vegalta Sendai and Sanfrecce Hiroshima to challenge for titles.

Philippe Troussier, coach of the Japan national team from 1998 to 2002 who is now plying his trade in China, acknowledges that while the departure of talented players can weaken the J-League in the short-term, it will be of long-term benefit to Japan.

"There are in Japan a high number of talented players for the future and the fact that some of them go to overseas can give to the local players more opportunities to play," the Frenchman said.

When Shinji Kagawa, now of Manchester United, left Cerezo Osaka in 2010 to join Borussia Dortmund, Hiroshi Kiyotake cemented his place in the team's starting lineup. So impressive was the midfielder that he broke into the Japan national team and earned a move to FC Nuremberg in the Bundesliga.

"We have many young players challenging overseas, especially in Europe. Even though many talented players move, we still have a lot of promising young players in the J-League and they grow through actual opportunities to play," the J-League's head of public relations, Kazayuki Hagiwara, said. "Players coming back share their unique experience. In the medium and long term, this virtuous cycle helps Japanese football develop."

And far from being a threat to Japan, Hagiwara also claims that the rise of China is a positive.

"Developing football in Asia, including China, and improving Asian football's position in the world is very important for the J-League."

According to the well-traveled Troussier, China still has some way to go.

"We can compare the current Chinese policies with Japanese policies 20 years ago," he said. "Chinese football looks very attractive at the moment with so many talented foreign players and coaches but it still needs a long time to reach a high football standard."

Canada's Dextre robot refuels faux satellite from the ISS in first-of-a-kind test

Move over, Canadarm. You may have helped the space shuttle fleet repair the Hubble Telescope and build the International Space Station, but there's another robotic tool that's the apple of the Great White North's eye. Dextre, the Canadian Space Agency's dual-armed mechanical "handyman," has successfully refueled a faux satellite from the ISS as part of NASA's and the CSA's joint Robotic Refueling Mission. Not only did the exercise demonstrate how satellites could be juiced up in space and have their lives extended, but the CSA says it's a first for the history books, to boot. Since 2011, Dextre completed a trio of tests to show how it could service satellites that weren't built for being pried opened in space. Late this week, NASA and CSA robotics controllers removed two safety caps from a washing machine-sized mock satellite, snipped two sets of retaining wires and pumped in a bit of ethanol. Sure, you could take a Frankenstein-like approach and cobble together new satellites from old ones, but Dextre's trials indicate there's promise for a proactive tactic that would keep existing hardware humming.

Dextre Successfully Refuels Mock Satellite and Aces a Major Test for Space Robotics

Longueuil, Quebec, January 25, 2013 - Dextre, the Canadian Space Agency's robotic "handyman" on board the International Space Station (ISS), made space history last night by successfully refueling a mock satellite on the exterior of the station. Topping off the satellite's fuel tank was the pivotal task in the experimental Robotic Refueling Mission (RRM), a collaboration between the National Aeronautics and Space Administration (NASA) and the Canadian Space Agency (CSA) to demonstrate how robots could service and refuel satellites on location in space to extend their useful lifetime.

For RRM, NASA's Goddard Space Flight Center designed a module simulating a satellite, as well as custom power tools for Dextre. Since RRM operations began in 2011, Dextre has performed three series of tests to show how a robot could service satellites, which were designed never to be opened in space. In this latest set of operations, Dextre removed two safety caps, cut through two sets of thin retaining wires, and finally transferred a small quantity of liquid ethanol into the washing machine-sized module. The latter maneuver was particularly tricky, since handling liquids in space required perfect precision to prevent dangerous leaks. The specialized tools built for the job allowed Dextre to seal the connections between the tool and the fuel valve to eliminate the possibility of leaks. Adding to the level of difficulty was the fuel hose itself, which adds additional forces that tend to pull Dextre's hands. It took the combined skills of the experienced NASA and CSA robotics controllers to pull off this first-of-a-kind space refueling demonstration successfully and without any mishap.

RRM is a significant step in pioneering robotic technologies and techniques in the field of satellite servicing-saving ailing space hardware by refueling or refurbishing them before they become space debris. The ability to refuel satellites in space could one day save satellite operators from the significant costs of building and launching new replacement satellites. With over 1100 active satellites currently operating in the near-Earth environment (many of them worth hundreds of millions of dollars), and an additional 2500 inactive satellites still orbiting around our planet, the savings could be substantial.

(AP) ? Tiger Woods cared more about the number of rounds left at Torrey Pines than the number of PGA Tour wins belonging to the guys chasing him.

When the second round ended Friday in a steady rain at the Farmers Insurance Open, the odds looked to be stacked in Woods' favor. He had a 7-under 65 on the North Course for his first outright 36-hole lead on the PGA Tour in more than three years. He is a seven-time winner at Torrey Pines, six of those in this tournament. And his 74 career wins on tour were 74 more than the next seven guys behind him.

"We've got a long way to go," Woods said after finishing his two rounds at 11-under 133.

Woods knows this from experience.

His three-shot win in the 2009 Buick Open was tougher than it looked on paper, only because Woods had everything to lose. He was expected to win. Of the 13 players within five shots of his slim lead going into the last round, only one of them ? Ben Crane at No. 73 ? was ranked inside the top 100 in the world.

Golf gets deeper every year, and it doesn't get any easier to win.

Then again, Woods is playing some pretty good golf.

He effectively missed only one fairway on the easier North Course in the second round. He is leading the field in driving distance at 318.5 yards, remarkable given the wet conditions from the rain and Torrey Pines being at sea level. He is 9 under on the par 5s, with five birdies and two eagles over the last two days.

Woods seized control Friday around the turn, when he played four holes in 5-under par ? a 25-foot birdie putt on the 17th, a 5-iron to 5 feet for eagle on No. 18, a two-putt birdie on the first, and a wedge that one-hopped against the pin and settled about 5 feet away for another birdie.

"Vintage (at)TigerWoods today," Dustin Johnson said on Twitter after finishing eight shots behind.

Woods had a two-shot lead over Billy Horschel, who only two months ago was in Q-school trying to get his PGA Tour card again. Horschel finished strong on the South Course for a 69 and was thrilled when he looked at the leaderboard. He was at 9-under 135, and Woods was the only name ahead of him. That meant he would be in the final group with Woods, joined by Web.com Tour grad Casey Wittenberg, who had a 67 on the North.

"It's a good day and I'm excited about tomorrow ? I get to play with Tiger," Horschel said. "I found out when I tapped in for par. I realized he was leading and I was in second place. So yeah, looking forward to that."

Horschel wades into a big world Saturday, but he believes he has the experience from when he played the Walker Cup in 2007 at Royal County Down.

"There was a guy I competed against three times called Rory McIlroy," Horschel said. "So there may have been 10, 12,000 people following us, and only a couple thousand following the rest of the groups. So I've dealt with crowds. I guess it's a little bit easier playing with Tiger because I guess the group ahead, they move a lot or something. Just hearing what media says. It's going to be exciting."

Brad Fritsch, a rookie from Canada, had a 67 on the South Course to lead the group of six players at 8-under 136. The others were Wittenberg, Steve Marino, Jimmy Walker, Josh Teater and Erik Compton, whom Woods referred to as "remarkable" for being a two-time heart transplant recipient and playing on the PGA Tour.

Defending champion Brandt Snedeker didn't fare so well. After opening with a 65 on the North, he made only one birdie and twice took bogey on the par 5s on his way to a 75 that left him seven shots behind. K.J. Choi, who had a 65 on the South Course, couldn't break par on the easier North and had a 73 to fall five behind.

Phil Mickelson struggled to keep his hands dry in the wet weather and finished bogey-bogey on the South for a 71 to make the cut on the number, though his work isn't over. There were 87 players who made the cut at 1-under 143, meaning there will be another cut to top 70 and ties Saturday.

Mike Weir, meanwhile, made the cut for the first time since July 2011 despite a sloppy finish for a 75 on the South. He was tied for 41st at 3-under 141.

Woods is coming off a missed cut in Abu Dhabi last week to start his year.

"I've had beautiful practice sessions at home," he said. "If I can do it there, I can do it out here. Even though last week I played only two days, I felt like I hit the ball well enough to shoot a better score than I did. I had a couple of days to work on it, and I came out here and felt pretty good about it."

The final two rounds move to the South Course, which played about 1? shots harder Friday in the rain. The greens are more receptive, sure, but the course figures to play at full length in wet conditions and at sea level.

For Woods, it was his first outright lead going into the weekend against a full field since the Australian Open in 2011 (he finished third at The Lakes), and his first time atop the leaderboard at Torrey Pines since 2008. Then again, he has only played one time at this event since then when he was just starting to change his swing.

As Latinos pass the age-65 mark, they face many of the same concerns as the general population ? broadly, the loss of independence and the possibility of dementia. However, the ways that Latinos and Caucasians deal with these issues is what sets them apart.

Delia J. Gonz?lez Sanders, chair of the Department of Social Work at Central Connecticut State University, is among the state?s top experts on dementia in older Latino populations, having authored the book Dementia Care with Black and Latino Families with her colleague, Dr. Rick Fortinsky. After studying this almost invisible world of families caring for older loved ones in the home, Dr. Gonz?lez Sanders was struck by how little concrete information is available about the needs of such families, describing a ?black hole? in public services to this stratum of the population.

One thing that she does know, and charts in her book clearly show this, is that the percentage of Latinos will jump to nearly 20% (from 7% in 2009) of the United States? over-65 population by the year 2050. ?One of the reasons I wrote this book was to prepare for the population explosion that is coming,? she said.

The experience of Latino families is distinct from that of the general population, driven by an ethos that some call ?Familismo? to take care of their own, not seek outside help, and to fiercely resist sending loved ones to nursing homes and other institutions if at all possible. The tendency to keep family matters private feeds the shortfall in relevant healthcare and social services in a kind of vicious circle, one characterized by self-sacrifice and lack of communication with social service and healthcare providers.

Language barriers, including a lack of bilingual doctors and clinicians and long-standing stigmas associated with the loss of mental faculties, keeps families and individuals struggling in isolation.

Dr. Gonz?lez Sanders describes a woman with an adolescent child of her own who moved into the basement of her parents? house because her father had developed dementia and her mother had other health problems. The demands of caregiving and work caused this woman to neglect her own chronic health conditions.

Having a renal disease, she should have been receiving dialysis treatments multiple times per week, but she often deferred her own treatments and had cut her dialysis down to once per week. ?There has to be care for the caregiver as well,? said Gonz?lez Sanders. ?It?s not enough just to take care of the individual with dementia.?

Helping families who are caring for loved ones with dementia would look very different for Latinos than for Anglos, according to Gonz?lez Sanders. Conventional support groups, which bring strangers together to discuss their situations, would not work for most Latino families.

Instead, Gonz?lez Sanders recommends having a social worker or healthcare worker meet with the family to help organize care duties and delegate care-giving responsibilities.

Where insurmountable logistics or lack of available family members necessitate placing older adults into care facilities, those facing this decision feel ?forced,? said Gonz?lez Sanders. ?They feel like they have no other alternative because they physically can?t care for their spouse or loved one.? Both the prerogatives of Familismo and state budgets would be better served by having more home-care options available.

Nursing Homes Inadequate

Language issues and cultural barriers can throw additional challenges into the mix for families exercising the nursing-home option. Dr. Gonz?lez Sanders recounted the experience of a woman who had to place her husband of 40 years into a home with no bilingual staff. ?He was being allowed to vegetate,? she recalled. ?He was getting bed sores.?

It took Dr. Gonz?lez Sanders? professional intervention to bring about minor changes that made large differences in the patient?s welfare. The included changes were participating in treatment meetings with the interdisciplinary care team, the patient and the caregiver spouse, advocating for a language interpreter for the patient and spouse, requesting that medicine and other health care information be provided in Spanish. NASA Joins European Dark Energy Mission

NASA has officially joined the European Space Agency's Euclid mission, a space telescope that will launch in 2020 to study the mysterious dark matter and dark energy pervading the universe.

NASA will contribute 16 infrared detectors and four spares for one of the Euclid telescope's two planned science instruments, agency officials announced today (Jan. 24). NASA has also nominated 40 new members for the Euclid Consortium, an international body of 1,000 scientists that will oversee the mission and its development.

"NASA is very proud to contribute to ESA's mission to understand one of the greatest science mysteries of our time," John Grunsfeld, associate administrator for NASA's Science Mission Directorate, said in a statement.

Astronomers think the "normal" matter we can see and touch makes up just 4 percent of the universe. The rest is comprised of dark matter and dark energy ? strange stuff whose existence scientists infer from its influence on the 4 percent.

Dark energy is especially intriguing, since many researchers believe it to be the strange force responsible for the accelerating expansion of the universe. But just what it is remains a mystery.

The Euclid mission hopes to shine some light into the universe's darkest corners. After launching to a gravitationally stable spot called the sun-Earth Lagrange point 2, the 4,760-pound (2,160-kilogram)?spacecraft will spend six years mapping and studying up to two billion galaxies throughout the universe.

Euclid's observations of these galaxies and their distribution should allow astronomers to better understand how the universe's acceleration has changed over time, revealing key insights about the nature of dark matter and dark energy, NASA officials said.

"ESA's Euclid mission is designed to probe one of the most fundamental questions in modern cosmology, and we welcome NASA's contribution to this important endeavor, the most recent in a long history of cooperation in space science between our two agencies," Alvaro Gimenez, ESA's Director of Science and Robotic Exploration, said in a statement.

The Euclid mission is slated to cost ESA 606 million euros, or $810 million at current exchange rates. NASA is considering its own dark-energy mission, the roughly $1.5 billion Wide-field Infrared Survey Telescope. If it eventually gets the official go-ahead, WFIRST is unlikely to launch before 2025, agency officials have said.
