Happy New Year! Party kicks off around the world

Damian Shaw / EPA

From Sydney to Siberia, revelers celebrate the arrival of a new year.

By Tracy Connor, NBC News

The new year?s westward march across the globe is well under way, with Samoa ushering in 2013 a full day before the clock strikes midnight in neighboring American Samoa.

It?s a quirk of the international dateline, which Samoa moved a year ago, giving it a jump on the jubilation that erupts as the earth bids farewell to one year and welcomes another, time zone by time zone.

The celebration started small in places like Christmas Island, an Australian territory in the Indian Ocean, and Kiribati, an equator-straddling chain of islands in the Pacific, at 5 a.m. ET.

?

An hour later, Auckland, New Zealand, became the first major city to begin a new calendar, with fireworks shot from the Sky Tower, the tallest structure in the Southern Hemisphere at 1,076 feet.

?The really big parties started, though, when the new year reached Australia at 8 a.m. ET. More than a million revelers gathered in Sydney?s harbor for a massive $6.9 million pyrotechnics party hosted by pop star Kylie Minogue.

"This is really putting Australia on the map in terms of welcoming people to the new year," Sydney Lord Mayor Clover Moore said of the event, watched by 2 million on television.

Among those watching in person was Melissa Sjostedt, of Florida, who read about Sydney?s firework spectaculars in National Geographic a decade ago.

?Ever since that, I?ve always wanted to see this for real, live, in person,? she told the Associated Press.

Sjostedt?s hometown wouldn?t be ushering in 2012 for another 16 hours. The heart of the U.S. celebrations will be New York?s Times Square, where hundreds of thousands will watch a Waterford crystal ball, lit up with 32,000 bulbs, drop from a skyscraper.

The temperature will be in the 30s -- cold, but still better than 1917, when it was a mere 1 degree. And security will be tight: Police Commissioner Raymond Kelly promises the area will be the ?safest place in the world.?

Up Helly Aa vikings from the Shetland Islands march in the torchlight procession to mark the start of Hogmanay (New Year) celebrations in Edinburgh on Dec. 30.

Before the celebration arrives in the U.S., though, countries across Asia, Europe, Africa and South America will mark the passage of another 12 months.

North Korea?s fireworks went off a day after another party, marking the one-year anniversary of Kim Jong Un?s ascension to supreme commander. Hong Kong was hosting its biggest bash ever with a $1.6 million fireworks display.

Increasingly democratic Myanmar was planning a public countdown for the first time; public gatherings were discouraged or banned under five decades of military control.

One night of jollification wasn?t enough for some people.

Scotland launched the annual festival known as Hogmanay on Sunday night with thousands of torchbearers marching in Edinburgh, drawing inspiration from pagan traditions. The Scotsman newspaper?estimated that 7,000 people?participated in the "river of fire" through the city center.

The fete was set to last until Wednesday and draw 80,000 revelers from around the world, according to the official Hogmanay website.?

In some corners of the world, however, joy was tempered.

The capital of Cyprus canceled its party because of the European economic crisis, giving the $21,000 it would have spent to needy schoolchildren.

Russians were marking their last New Year?s Eve with unfettered access to beer. New restrictions preventing sale of suds overnight or at street kiosks go into effect Jan. 1, part of a government effort to curb alcoholism.

?You have to stock at home. And stocking beer is more problematic than stocking vodka,? brewing industry official Isaac Sheps told London?s Daily Telegraph. ?It?s bulky. It?s big.?

Mariana Bazo / Reuters

We may have different calendars, customs and beliefs, but most of us mark the arrival of a new year. Take a look at the ways cultures around the world celebrate and bring good luck for the year ahead.

In India, the armed forces and some nightclubs scaled back amid outrage over the fatal gang-rape of a young woman.

?The Indian army, air force and navy have decided to cancel all the parties planned to welcome the new year,? a senior official told Agence France Presse. ?They want to dedicate the last day of the year to the gang-rape victim.?

Ashish Gupta, 35, an accountant, said it would be too difficult to enjoy the traditional revelry.

?This New Year is not going to be the same for me and many of my friends,? he said.

State Department made "grievous mistake" over Benghazi: Senate report

WASHINGTON (Reuters) - The State Department made a "grievous mistake" in keeping the U.S. mission in Benghazi open despite inadequate security and increasingly alarming threat assessments in the weeks before a deadly attack by militants, a Senate committee said on Monday.

A report from the Senate Homeland Security Committee on the September 11 attacks on the U.S. mission and a nearby CIA annex, in which the U.S. ambassador to Libya and three other Americans died, faulted intelligence agencies for not focusing tightly enough on Libyan extremists.

It also faulted the State Department for waiting for specific warnings instead of improving security.

The committee's assessment, "Flashing Red: A Special Report On The Terrorist Attack At Benghazi," follows a scathing report by an independent State Department accountability review board that resulted in a top security official resigning and three others at the department being relieved of their duties.

Joseph Lieberman, an independent senator who chairs the committee, said that in thousands of documents it reviewed, there was no indication that Secretary of State Hillary Clinton had personally denied a request for extra funding or security for the Benghazi mission. He said key decisions were made by "midlevel managers" who have since been held accountable.

Republican Senator Susan Collins said it was likely that others needed to be held accountable, but that decision was best made by the Secretary of State, who has the best understanding "of how far up the chain of command the request for additional security went."

The attacks and the death of U.S. Ambassador Christopher Stevens put diplomatic security practices at posts in risky areas under scrutiny and raised questions about whether intelligence on militant activity in the region was adequate.

The Senate report said the lack of specific intelligence of an imminent threat in Benghazi "may reflect a failure" by intelligence agencies to focus closely enough on militant groups with weak or no operational ties to al Qaeda and its affiliates.

"With Osama bin Laden dead and core al Qaeda weakened, a new collection of violent Islamist extremist organizations and cells have emerged in the last two to three years," the report said. That trend has been seen in the "Arab Spring" countries undergoing political transition or military conflict, it said.

NEED FOR BETTER INTELLIGENCE

The report recommended that U.S. intelligence agencies "broaden and deepen their focus in Libya and beyond, on nascent violent Islamist extremist groups in the region that lack strong operational ties to core al Qaeda or its main affiliate groups."

Neither the Senate report nor the unclassified accountability review board report pinned blame for the Benghazi attack on a specific militant group. The FBI is investigating who was behind the assaults.

President Barack Obama, in an interview on NBC's "Meet the Press" on Sunday, said the United States had "very good leads" about who carried out the attacks. He did not provide details.

The Senate committee said the State Department should not have waited for specific warnings before acting on improving security in Benghazi.

It also said it was widely known that the post-revolution Libyan government was "incapable of performing its duty to protect U.S. diplomatic facilities and personnel," but the State Department failed to fill the security gap.

"Despite the inability of the Libyan government to fulfill its duties to secure the facility, the increasingly dangerous threat assessments, and a particularly vulnerable facility, the Department of State officials did not conclude the facility in Benghazi should be closed or temporarily shut down," the report said. "That was a grievous mistake."

The Senate panel reviewed changing comments made by the Obama administration after the attack, which led to a political firestorm in the run-up to the November presidential election and resulted in U.S. Ambassador to the United Nations Susan Rice withdrawing her name from consideration to replace Clinton, who is stepping down early next year.

Rice had said her initial comments that the attack grew out of a spontaneous protest over an anti-Islam film were based on talking points provided by intelligence agencies.

Lieberman said it was not the job of intelligence agencies to formulate unclassified talking points and they should decline such requests in the future.

The report said the original talking points included a line saying "we know" that individuals associated with al Qaeda or its affiliates participated in the attacks. But the final version had been changed to say: "There are indications that extremists participated," and the reference to al Qaeda and its affiliates was deleted.

The report said that while James Clapper, the director of national intelligence, had offered to provide the committee with a detailed chronology of how the talking points were written and evolved, this had still not been delivered to Capitol Hill because the administration had spent weeks "debating internally" whether or not it should turn over information considered "deliberative" to Congress.

Restaurant Performance Index Improved in November But Remained

Restaurant Performance Index Improved in November But Remained

Restaurant Performance Index Improved in November But Remained Below 100 For Second Consecutive Month

Same-store sales rose; Restaurant operators remain uncertain about the economy

WASHINGTON, Dec. 31, 2012 - Buoyed by positive same-store sales and customer traffic results, the National Restaurant Association?s Restaurant Performance Index (RPI) rose in November. The RPI - a monthly composite index that tracks the health of and outlook for the U.S. restaurant industry - stood at 99.9 in November, up 0.5 percent from October. However, November marked the second consecutive month in which the RPI stood below 100, which signifies contraction in the index of key industry indicators.

?The November gain in the RPI was driven by improving same-store sales and customer traffic levels, both of which registered their strongest performance in three months,? said Hudson Riehle, senior vice president of the Research and Knowledge Group for the Association. ?However, restaurant operators remain concerned about the direction of the overall economy, due in large part to the uncertainty around the fiscal cliff.?

The RPI is constructed so that the health of the restaurant industry is measured in relation to a steady-state level of 100.? Index values above 100 indicate that key industry indicators are in a period of expansion, while index values below 100 represent a period of contraction for key industry indicators. The Index consists of two components - the Current Situation Index and the Expectations Index.?

The Current Situation Index, which measures current trends in four industry indicators (same-store sales, traffic, labor and capital expenditures), stood at 99.8 in November - up 0.6 percent from a level of 99.3 in October.? Although restaurant operators reported net positive sales and traffic results in November, softness in the labor and capital spending indicators outweighed the performance, which resulted in a Current Situation Index reading below 100 for the fourth time in the last five months.?

Restaurant operators reported positive same-store sales for the 18(th) consecutive month, with November?s results representing the strongest performance in three months.? Fifty-five percent of restaurant operators reported a same-store sales gain between November 2011 and November 2012, up from 40 percent who reported positive sales in October.? Meanwhile, 30 percent of operators reported lower same-store sales in November, down from 36 percent in October.?

Restaurant operators also reported a net gain in customer traffic levels in November.? Forty-three percent of restaurant operators reported higher customer traffic levels between November 2011 and November 2012, up from 30 percent who reported positive traffic in October.? Meanwhile, 35 percent of operators reported lower customer traffic levels in November, down from 41 percent in October.

Although sales and traffic results improved, restaurant operators reported a dip in capital spending.? Thirty-seven percent of operators said they made a capital expenditure for equipment, expansion or remodeling during the last three months, the lowest level in 32 months.

The Expectations Index, which measures restaurant operators? six-month outlook for four industry indicators (same-store sales, employees, capital expenditures and business conditions), stood at 100.0 in November - up 0.4 percent from October.? Although November was an improvement over October?s reading of 99.7, it still signals that restaurant operators are uncertain about the business environment in the months ahead.? ?

Restaurant operators are somewhat more optimistic about sales growth in the coming months.? Thirty-seven percent of restaurant operators expect to have higher sales in six months (compared to the same period in the previous year), up from 31 percent last month.? Meanwhile, 14 percent of restaurant operators expect their sales volume in six months to be lower than it was during the same period in the previous year, down from 21 percent last month.

In contrast, restaurant operators remain generally pessimistic about the direction of the overall economy.? Only 21 percent of restaurant operators said they expect economic conditions to improve in six months, essentially unchanged from 20 percent last month.? Meanwhile, 36 percent of operators said they expect economic conditions to worsen in the next six months, while 38 percent reported similarly last month.?

Along with the uncertain outlook, restaurant operators reported a pullback in capital spending plans for the months ahead.? Forty-five percent of restaurant operators plan to make a capital expenditure for equipment, expansion or remodeling in the next six months, down from 50 percent who reported similarly last month.?

The RPI is based on the responses to the National Restaurant Association?s Restaurant Industry Tracking Survey, which is fielded monthly among restaurant operators nationwide on a variety of indicators including sales, traffic, labor and capital expenditures.? The full report is available online.

The RPI is released on the last business day of each month, and a more detailed data and analysis can be found on Restaurant TrendMapper, the Association?s subscription-based web site that provides detailed analysis of restaurant industry trends.

Science Sushi: 2012 in Review

Tonight, we usher in a brand new year and say farewell to 2012. The first full year here at Scientific American Blogs. The year of the Higgs Boson. The year Curiosity landed on Mars. The year the world was ending, but didn?t.

It?s been a good year here at Science Sushi. In the past year?
?I have posted 60 posts
?with several hundred thousand views
?from more than 25 countries
?with 269 comments

Most popular posts of the year? Well, controversy swirled around my posts related to organic farming, including why the failure of Prop 37 was a good thing, how bad reporting turns to fearmongering, and pesticides might not be as scary as we think, with added attention to my 2011 posts. Sharks were a hot topic, too, with my posts on the myth of bull shark testosterone and how shark populations are dwindling drawing in a lot of readers. Brain boosts from music and damages from Toxoplasmosa also ranked high on the list. My readers were intrigued by medical topics, from jellyfish sting treatments to reprogrammed heart muscle and the part played by scientists in bad reporting. Not surprisingly, sex was popular, from posts on big butts, Wild Sex (definitely worth watching!) and sex-deprived flies making the short list. I was most happy to see that some of my more creative posts also fared well; my heartfelt weavings of personal experience, science, and music, Taking Einstein?s Advice, Biochemically, All Is Fair and my 2011 post Time? And Brain Chemistry?Heal All Wounds were also among the most-read posts of 2012.

I?m thankful for the wonderful year that I have had here at Scientific American, and am excited to start 2013 on such a high note. Thank you to all of you who read this blog: let?s keep this bio-nerdy party going all through 2013!

What is the key element that makes you behave as a team player? By carefully evaluating these questions, you can increase your awareness of your ability to function well in a team setting.
