Android design chief praises Facebook Home, calls it incredibly polished

Facebook Home Praise Android Design Chief

Facebook unveiled Facebook Home, an application that replaces your Android phone?s homescreen with Facebook photos and status updates, earlier this month for select Android smartphones. Google chairman Eric Schmidt previously called the software ?fantastic? and said it was a creative tweaking of the operating system that fits in well with Google?s conception of Android as an open source platform. He isn?t the only Google executive who finds Facebook Home intriguing, however:?Android design chief Matias Durate told ABC News that Facebook?s homescreen replacement ?shows an incredible amount of polish and attention to design detail,? which is impressive especially because it ?didn?t come from a hardware manufacturer.?

He added that ?with the Home experience, they did a nice job expressing the Facebook experience, but so much of the Google design experience with Ice Cream Sandwich [Android 4.0] was in there as well.?

The executive wasn?t bothered by the fact that Facebook Home replaced traditional Android homescreens. Like Schmidt, Durate cited openness as a core philosophy of the Android operating system. He went on to say that he was generally excited ?about a trend where people have more designers involved in their customizations of Android,? adding that ?the work we do with the Google apps fits more seamless with it.?

Facebook Home is currently available for the HTC One, One X, One X+, Galaxy Note II, Galaxy S III, Galaxy S4 and comes preloaded on the HTC First.

Mars Opportunity rover in standby as commanding moratorium ends

Apr. 30, 2013 ? During a moratorium on commanding this month while Mars passed nearly behind the sun -- a phase called solar conjunction -- NASA's Mars Exploration Rover Opportunity entered a type of standby mode.

Mission controllers learned of the changed status on April 27 when they first heard from Opportunity after the period of minimized communication during the solar conjunction. They prepared fresh commands today (April 29) for sending to the rover to resume operations.

Initial indications suggest the rover sensed something amiss while doing a routine camera check of the clarity of the atmosphere on April 22.

"Our current suspicion is that Opportunity rebooted its flight software, possibly while the cameras on the mast were imaging the sun," said Mars Exploration Rover Project Manager John Callas of NASA's Jet Propulsion Laboratory, Pasadena, Calif. "We found the rover in a standby state called automode, in which it maintains power balance and communication schedules, but waits for instructions from the ground. We crafted our solar conjunction plan to be resilient to this kind of rover reset, if it were to occur."

Opportunity has been working on Mars for more than nine years. NASA's other Mars rover, Curiosity, which landed last year, is also nearing the end of its solar conjunction moratorium on commanding. Curiosity has reported coming through the conjunction in full health. Controllers plan to send Curiosity's first set of post-conjunction commands on May 1.

Oil above $94 on US data, hope of EU rate cut

The price of oil rose above $94 per barrel Monday as positive U.S. economic data added to optimism for a rate cut in Europe.

By midday in New York, benchmark crude for June delivery was up 90 cents to $93.90 a barrel, after earlier reaching $94.39.

The U.S. government said Americans spent more in March as their incomes went up. And pending home sales hit their highest level in three years. Traders also think the European Central Bank will cut its benchmark interest rate from the current record low of 0.75 percent to 0.50 percent, in a further attempt to turn around the economy there.

A weaker dollar also helped boost oil prices by making crude priced in dollars cheaper for traders using other currencies. On Monday, the euro was up to $1.3082 from $1.3065 late Friday in New York.

Drivers are still shelling out fewer dollars at the gas pump compared with a year ago. The national average for a gallon of regular is $3.50, compared with $3.82 on this date last year.

Brent crude, which is used to price oil from the North Sea used by many U.S. refiners, was up 24 cents to $103.40 on the ICE Futures exchange in London.

In other energy futures trading on Nymex:

? Wholesale gasoline fell 1 cent to $2.82 a gallon.

? Heating oil was flat at $2.86 a gallon.

? Natural gas added 13 cents to $4.36.

Nokia plans to invest in a mobile 'array' camera startup called Pelican

If the name Pelican Imaging rings a bell, it's possibly because we covered the company's array imaging camera prototype back in 2011. The technology uses multiple lenses that are relatively tiny in terms of how much space they take up in a mobile device, but which work together to capture an image of the same quality as a much larger camera -- just as array telescopes replace the need for one huge telescope. Now, it appears we weren't the only ones taking an interest, because Nokia's investment wing has revealed to Bloomberg that it's been watching the startup since 2008 and is currently planning to invest in it. Bo Ilsoe, of Nokia Growth Partners, describes Pelican's technology as being "on the cusp of being commercialized" -- so who knows? One day, a future Lumia might house 41 megapixels, image stabilization and the voodoo known as plenoptics. In the meantime, there's a video after the break which sort of explains how the technology sucks in enough data to allow for focus to be adjusted after a picture is taken -- a trick which also sounds rather familiar.

Syrian premier escapes bomb attack in Damascus

DAMASCUS, Syria (AP) ? Syria's prime minister escaped an assassination attempt Monday when a bomb exploded near his convoy in Damascus, state media reported, in the latest attack to target a top government official.

Prime Minister Wael al-Halqi was not hurt in the explosion in the capital's western neighborhood of Mazzeh, state TV said. The TV showed video of heavily damaged cars and debris in the area as firefighters fought to extinguish a large blaze set off by the blast.

A government official said two people were killed and 11 wounded, while the Britain-based Syrian Observatory for Human Rights activist group said the explosion killed at least five, including two of al-Halqi's bodyguards and one of the drivers in his convoy.

The government official spoke to The Associated Press on condition of anonymity because he was not authorized to give official statements to reporters.

As evidence that the prime minister was unhurt, the state-run Al-Ikhbariya station said al-Halqi went into a regular weekly meeting with an economic committee just after the bombing. The station broadcast video of the prime minister sitting around a table in a room with several other officials.

But in the recorded comments after the meeting, al-Halqi made no reference to the bombing, nor was he asked about it by reporters, leaving doubt as to whether the video was shot before or after the bombing.

The state news agency quoted al-Halqi as saying that the assassination attempt exposed how armed groups "are bankrupt" after the latest advances made by Syrian troops around the country.

Such bombings have been a trademark of Islamic extremists fighting in the rebel ranks, raising concerns about their role in Syria's civil war.

Syria's conflict started with largely peaceful anti-government protests in March 2011 but eventually turned into a civil war that has so far killed more than 70,000 people, according to the United Nations.

State TV quoted Syria's Information Minister Omran al-Zoubi as saying that targeting al-Halqi, who is in charge of carrying out the political program to end Syria's crisis, shows that some in the opposition "reject a political solution."

In January, al-Halqi formed a ministerial committee for dialogue with opposition groups. The dialogue is part of a peace plan, including a national reconciliation conference, that Assad outlined in a speech that month.

The opposition insists it will not accept anything less than Assad's departure, and no progress has been reported from the dialogue since it was announced.

A Syrian government official told The Associated Press that an improvised explosive device was placed under a car that was parked in the area and was detonated as al-Halqi's convoy passed. The official spoke on condition of anonymity because he was not authorized to speak to reporters.

The attack in the highly secure Mazzeh neighborhood took place only about 100 meters (yards) from the Swiss ambassador's residence. The posh area also is home to a major military air base. Security forces sealed off the area, allowing only pedestrians to get near the scene of the bombing.

Damaged cars, their seats soaked with blood, were surrounded by debris. A blackened shell of a school bus was left standing. A man told state TV that none of the students on board were hurt because the explosion went off shortly after they had left the bus and entered the school.

Later Monday, the Observatory reported that nine people, including four fighters and three civilians, were killed in government airstrikes on al-Halqi's home village of Jassem in the southern province of Daraa.

The attack was just the latest targeting a senior official in the Syrian capital during the past year.

On July 18, a blast at Syria's national security building in Damascus during a meeting of Cabinet ministers killed top four officials, including the defense minister and his deputy, who was Assad's brother-in-law. That attack also wounded the interior minister.

In December, a car bomb targeted the Interior Ministry in Damascus, killing several people and wounding more than 20, including Interior Minister Mohammed al-Shaar. Initially, Syrian state media said al-Shaar was not hurt in the Dec. 12 blast. News of his wounds emerged a week later, after he was taken to neighboring Lebanon to be treated for a serious back injury.

This month, Ali Ballan, head of public relations at the Ministry of Social Affairs and a member of Syria's relief agency, was shot dead while dining in a restaurant in Mazzeh.

Al-Halqi, a senior member of Assad's ruling Baath party, took office last year after his predecessor, Riad Hijab, defected to Jordan. Al-Halqi was Syria's health minister before taking the post.

Elsewhere in Syria, the Observatory reported fighting Monday near the Damascus International Airport south of the capital. The group said there were also clashes in the northern neighborhood of Barzeh and shelling of the Palestinian refugee camp of Yarmouk, south of Damascus.

The Observatory and another activist group, the Local Coordination Committees, reported clashes and air raids around the military helicopter base of Mannagh near the border with Turkey in the northern province of Aleppo.

Also Monday, a new jihadi group calling itself the "Ahrar al-Bekaa Brigades" announced its establishment and warned the pro-Syrian Lebanese militant Hezbollah group to stop intervening in the Syrian civil war or face attacks in Lebanon.

According to the SITE Intelligence Group, which tracks Islamist extremist messages, the statement was distributed on pro-Syrian revolution Facebook pages Sunday.

In the statement, the previously unheard of group claimed that Hezbollah is acting on Iran's orders to "slaughter" the Syrian people. It pledged to prevent Hezbollah's intervention "with all means and ways, even if we have to move the fight to the inside of the Lebanese territory."

The Shiite Muslim Hezbollah is known to be backing regime fighters in Shiite villages near the Lebanon border against the mostly Sunni rebels fighting to topple President Bashar Assad. The Syrian opposition accuses Hezbollah of taking part in the Syrian military crackdown.

A website dedicated to pre-owned wedding dresses has launched a new tool, the Wedding Dress Value Calculator, which helps a former bride determine her gown?s current worth based on label, collection year, when it was purchased and how much she paid for it.

While I?m not ready to sell off my own wedding dress to highest bidder quite yet (I just got married in December, can?t I at least keep it for a little while longer?), there might come a day when I?ll be happy to take cash for a dress I?ll never wear again.

Lucky for me, website founder Josie Daga has solved the problem of determining how much my dress might be worth, should the day ever come that I do want to sell it. Banks Have Become ?Too Big To Fail? Again. Uh-Oh.

There are two competing narratives about recent financial-reform efforts and the dangers that very large banks now pose around the world. One narrative is wrong; the other is scary.

At the center of the first narrative, preferred by financial-sector executives, is the view that all necessary reforms have already been adopted (or soon will be). Banks have less debt relative to their equity levels than they had in 2007. New rules limiting the scope of bank activities are in place in the United States, and soon will become law in the United Kingdom?and continental Europe could follow suit. Proponents of this view also claim that the megabanks are managing risk better than they did before the global financial crisis erupted in 2008.

In the second narrative, the world?s largest banks remain too big to manage and have strong incentives to engage in precisely the kind of excessive risk-taking that can bring down economies. Last year?s ?London Whale? trading losses at JPMorgan Chase are a case in point. And, according to this narrative?s advocates, almost all big banks display symptoms of chronic mismanagement.

While the debate over megabanks sometimes sounds technical, in fact it is quite simple. Ask this question: If a humongous financial institution gets into trouble, is this a big deal for economic growth, unemployment, and the like? Or, more bluntly, could Citigroup or a similar-size European firm get into trouble and stumble again toward failure without attracting some form of government and central bank support (whether transparent or somewhat disguised)?

The U.S. took a step in the right direction with Title II of the Dodd-Frank reform legislation in 2010, which strengthened the resolution powers of the Federal Deposit Insurance Corporation.? And the FDIC has developed some plausible plans specifically for dealing with domestic financial firms. (I serve on the FDIC?s Systemic Resolution Advisory Committee; all views stated here are my own.)

But a great myth lurks at the heart of the financial industry?s argument that all is well. The FDIC?s resolution powers will not work for large, complex cross-border financial enterprises.? The reason is simple: U.S. law can create a resolution authority that works only within national boundaries. Addressing potential failure at a firm like Citigroup would require a cross-border agreement between governments and all responsible agencies.

On the fringes of the International Monetary Fund?s just-completed spring meetings in Washington, D.C., I had the opportunity to talk with senior officials and their advisers from various countries, including from Europe. I asked all of them the same question: When will we have a binding framework for cross-border resolution?

The answers typically ranged from ?not in our lifetimes? to ?never.? Again, the reason is simple: Countries do not want to compromise their sovereignty or tie their hands in any way. Governments want the ability to decide how best to protect their countries? perceived national interests when a crisis strikes. No one is willing to sign a treaty or otherwise pre-commit in a binding way (least of all a majority of the U.S. Senate, which must ratify such a treaty).

As Bill Dudley, the president of the New York Federal Reserve Bank, put it recently, using the delicate language of central bankers, ?The impediments to an orderly cross-border resolution still need to be fully identified and dismantled. This is necessary to eliminate the so-called ?too big to fail? problem.?

Translation: Orderly resolution of global megabanks is an illusion. As long as we allow cross-border banks at or close to their current scale, our political leaders will be unable to tolerate their failure. And, because these large financial institutions are by any meaningful definition ?too big to fail,? they can borrow more cheaply than would otherwise be the case. Worse, they have both motive and opportunity to grow even larger.

Per-student pre-K spending lowest in decade

(AP) ? State funding for pre-kindergarten programs had its largest drop ever last year and states are now spending less per child than they did a decade ago, according to a report released Monday.

The researchers also found that more than a half million of those preschool students are in programs that don't even meet standards suggested by industry experts that would qualify for federal dollars. And 10 states don't offer any dollars to pay for prekindergarten classrooms.

"The state of preschool in America is a state of emergency," said report author Steven Barnett, director of the National Institute for Early Education Research at Rutgers University.

That assessment ? combined with Congress' reluctance to spend new dollars ? complicates President Barack Obama's effort to expand pre-K programs across the country. Until existing programs' shortcomings are fixed, it is likely to be a tough sell for Obama's call for more preschool.

Education Secretary Arne Duncan and Health and Human Services Secretary Kathleen Sebelius joined Barnett on Monday in Washington to release the report and acknowledge the challenges in educating the nation's youngest students within the existing and widely varied systems. Both Cabinet secretaries tried to portray the report's dire verdict as a reason to push forward with a federally backed preschool program.

"This year's report has some pretty grim news but I think it also highlights the urgency for the historic investment in early education that the president called for in his State of the Union," said Sebelius, whose department runs the Head Start programs for the poorest young students.

Added Duncan: "The news here isn't as good, isn't as positive as we would like it to be."

"If ever there was report that makes the case for the need for President Obama's preschool-for-all proposal, this report is it," the former Chicago public schools chief said.

During his State of the Union speech, Obama proposed a federal-state partnership that would dramatically expand options for families with young children. Obama's plan would fund public preschool for any 4-year-old whose family income was below twice the federal poverty rate.

If it were in place this year, the plan would allow a family of four with two children to enroll students in a pre-K program if the family earned less than $46,566.

Students from families who earn more could participate in the program, but their parents would have to pay tuition based on their income. Eventually, 3-year-old students would be part of the program, too.

As part of his budget request, Obama proposed spending $75 billion over 10 years to help states get these new programs up and running. During the first years, Washington would pick up the majority of the cost before shifting costs to states.

Barnett called that price tag "not much more than a rounding error in the federal budget."

Obama proposed paying for this expansion by almost doubling the federal tax on cigarettes, to $1.95 per pack.

Obama's pre-K plan faces a tough uphill climb, though, with the tobacco industry opposing the tax that would pay for it and lawmakers from tobacco-producing states also skeptical. Conservative lawmakers have balked at starting another government program, as well. Obama's Democratic allies are clamoring to make it a priority.

Yet lawmakers are already fighting among themselves over spending cuts that are forcing students to be dropped from existing preschool programs, the levying of higher fees for student loans and deep cuts for aid to military schools.

States spent about $5.1 billion on pre-K programs in 2011-12, the most recent school year, researchers wrote in the report.

Per-student funding for existing programs during that year dropped to an average of $3,841 for each student. It was the first time average spending per student dropped below $4,000 in today's dollars since researchers started tracking it during the 2001-02 academic year.

Adjusted for inflation, per-student funding has been cut by more than $1,000 during the last decade.

Yet nationwide, the amounts were widely varied. The District of Columbia spent almost $14,000 on every child in its program while the states of Colorado, South Carolina and Nebraska spent less than $2,000 per child.

"Whether you get a quality preschool program does depend on what ZIP code you are in," Barnett said.

Among the 40 states that offer state-funded pre-K programs, 27 cut per-student spending last year. In total, that meant $548 million in cuts.

Money, of course, is not a guarantee for students' success. But students from poor schools generally lag students from better-funded counterparts and those students from impoverished families arrive in kindergarten less prepared than others.

In all, only 15 states and the District of Columbia spent enough money to provide quality programs, the researchers concluded. Those programs serve about 20 percent of the 1.3 million enrolled in state-funded prekindergarten programs.

"In far too many states, funding levels have fallen so low as to bring into question the effectiveness of their programs by any reasonable standard," researchers wrote.

Part of the reason for the decreased spending are the lingering effects of the economic downturn in 2008, coupled with the end of federal stimulus dollars to plug state budgets.

"Although the recession is technically over, the recovery in state revenues has lagged the recovery of the general economy and has been slower and weaker than following prior recessions. This does not bode well for digging back out of the hole created by years of cuts," the researchers wrote in their report.

Nationally, 42 percent of students ? or more than a half million students ? were in programs that met fewer than half of the benchmarks researchers identified as important to gauging a program's effectiveness, such as classrooms with fewer than 20 students and teachers with bachelor's degrees.

That, too, suggests problems for Obama's plan to expand pre-K programs, especially if Washington insists its partners meet quality benchmarks to win federal dollars.

Playing with pups at the Austin Animal Center was right up Cecilio and Timothy's alley.

The brothers love animals. They don't have any pets right now, but it's something the boys look forward to getting once they're adopted.

Training the canines isn?t easy, but the brothers are up for it. They've learned to go with the flow and adapt to new adventures in foster care. It's not easy for Cecilio to talk about, but his younger brother tries to explain.

"Adopted family is your forever home, foster family you can get moved anytime, anywhere, anyplace," Timothy said.

The brothers were already separated from their other siblings, but they hope a forever family will keep them together.

"I want to stay with at least one family member,? Timothy said. ?I don't wanna be a lonely kid the rest of my life."

Cecilio is a boy any little brother would look up to. He likes getting outside and hanging out with friends.

"I'm a cool friend," he said.

Like with any brothers, there are moments of teasing. But they get along and hope a family has a place for them in their hearts.

"We're friends, brothers,? Timothy said. ?Who wouldn't want to adopt two little brothers?"

Timothy wants to be a marine biologist someday and Cecilio is still deciding what he'd like to do.

The Jaguars traded a fourth-round pick (No. 98) to the Eagles. In exchange, the Eagles sent fourth- and seventh-round picks (Nos. 101, 210) to Jacksonville. With pick No. 98, the Eagles selected Southern California quarterback Matt Barkley. Three picks later, the Jaguars selected South Carolina wide receiver Ace Sanders at No. 101. With pick No. 210, the Jaguars took Appalachian State cornerback Demetrius McCray.

The Buccaneers acquired a fourth-round pick (No. 100) from Oakland. The Raiders, in turn, received fourth- and sixth-round selections (Nos. 112, 181) from Tampa Bay. P1010631After 24 hours of hard work at the Disrupt NY Hackathon, Michael Kolodny, Jingen Lin and Ricardo Falletti demoed us HangoutLater, a nifty hack built on top of the Foursquare API. When you check in and a friend is close to you, it will ask you if you want to hang out later. Then, it will automatically find you a central location to meet. Kolodny and Lin already knew each other before the event. They met Falletti at the Manhattan Center. As they already knew what they wanted to work on, they started developing right away. Over the past 24 hours, the team has not slept a single minute to deliver this hack built in Python using the Django framework. They certainly needed Red Bull and coffee to keep going during the wee hours of the night. Yet, The team had a great time and will certainly take part in other hackathons. When asked whether Kolodny will hang out later with fiends that were not at the hackathon, he said that he wouldn’t use the service this afternoon. It’s time for them to celebrate, or more probably to finally rest. Watch the onstage demo:

Lawmakers: Syria chemical weapons could menace U.S..

WASHINGTON (AP) ? Syria's stockpile of chemical weapons could be a greater threat after that nation's president leaves power and could end up targeting Americans at home, lawmakers warned Sunday as they considered a U.S. response that stops short of sending military forces there.

U.S. officials last week declared that the Syrian government probably had used chemical weapons twice in March, newly provocative acts in the 2-year civil war that has killed more than 70,000 people and displaced hundreds of thousands more. The U.S. assessment followed similar conclusions from Britain, France, Israel and Qatar ? key allies eager for a more aggressive response to the Syrian conflict.

President Barack Obama has said Syria's likely action ? or the transfer of President Bashar Assad's stockpiles to terrorists ? would cross a "red line" that would compel the United States to act.

Lawmakers sought to remind viewers on Sunday news programs of Obama's declaration while discouraging a U.S. foothold on the ground there.

"The president has laid down the line, and it can't be a dotted line. It can't be anything other than a red line," said House Intelligence Committee Chairman Rep. Mike Rogers, R-Mich. "And more than just Syria, Iran is paying attention to this. North Korea is paying attention to this."

Added Sen. Saxby Chambliss, R-Ga.: "For America to sit on the sidelines and do nothing is a huge mistake."

Obama has insisted that any use of chemical weapons would change his thinking about the United States' role in Syria but said he didn't have enough information to order aggressive action.

"For the Syrian government to utilize chemical weapons on its people crosses a line that will change my calculus and how the United States approaches these issues," Obama said Friday.

But Rep. Jan Schakowsky, an Illinois Democrat, said Sunday the United States needs to consider those weapons. She said that when Assad leaves power, his opponents could have access to those weapons or they could fall into the hands of U.S. enemies.

"The day after Assad is the day that these chemical weapons could be at risk ... (and) we could be in bigger, even bigger trouble," she said.

Both sides of the civil war already accuse each other of using the chemical weapons.

The deadliest such alleged attack was in the Khan al-Assal village in the Aleppo province in March. The Syrian government called for the United Nations to investigate alleged chemical weapons use by rebels in the attack that killed 31 people.

Syria, however, has not allowed a team of experts into the country because it wants the investigation limited to the single Khan al-Assal incident, while U.N. Secretary-General Ban Ki-moon has urged "immediate and unfettered access" for an expanded investigation.

One of Obama's chief antagonists on Syria, Sen. John McCain, R- Ariz., said the United States should go to Syria as part of an international force to safeguard the chemical weapons. But McCain added that he is not advocating sending ground troops to the nation.

"The worst thing the United States could do right now is put boots on the ground on Syria. That would turn the people against us," McCain said.

His friend, Sen. Lindsey Graham, R-S.C., also said the United States could safeguard the weapons without a ground force. But he cautioned the weapons must be protected for fear that Americans could be targeted. Raising the specter of the lethal bomb at the finish line of the Boston Marathon, Graham said the next attack on U.S. soil could employ weapons that were once part of Assad's arsenal.

"Chemical weapons ? enough to kill millions of people ? are going to be compromised and fall into the wrong hands, and the next bomb that goes off in America may not have nails and glass in it," he said.

Rogers and Schakowsky spoke to ABC's "This Week." Chambliss and Graham were interviewed on CBS's "Face the Nation." McCain appeared on NBC's "Meet the Press."

Attacks kill 8 from Iraq security forces

BAGHDAD (AP) ? Iraqi authorities say attackers have killed eight members of the security forces, including five anti-al-Qaida militiamen, amid rising sectarian violence in the country.

Police said that the first attack occurred early Saturday when gunmen opened fire on a checkpoint manned by pro-government Sunni fighters near the city of Tikrit.

In western Iraq, three army intelligence soldiers riding a vehicle were stopped by gunmen near a protest site in Ramadi. In the gun battle that ensued, the soldiers were killed and two gunmen were wounded.

Hospital officials confirmed the casualties. All officials spoke on condition of anonymity because they are not authorized to talk to the media.

The current wave of violence in Iraq has left more than 170 people dead over the past five days.

USOC: 10 cities interested in hosting 2024 Games

The U.S. Olympic Committee is talking to 10 cities about a possible bid for the 2024 Summer Games, including a joint proposal from San Diego and Mexican neighbor Tijuana.

Following failed bids for the 2012 and 2016 Olympics, the USOC sent out letters to 35 American cities in February to gauge interest in a potential run for 2024.

"We're in discussion with about 10 cities actively now," USOC chief executive Scott Blackmun said in an interview after speaking to the Associated Press Sports Editors in New York. "The process is really working the way it was supposed to."

Los Angeles and Philadelphia have publicly announced their interest, and Blackmun said San Diego and Tijuana have approached the USOC about a joint bid.

Blackmun declined to identify the other cities being considered as potential candidates, saying they preferred to keep it confidential for now. He said three cities have formally said they are not interested in bidding.

Blackmun said he would be surprised if any other cities came forward at this point.

"We don't want to submit a bid we don't think we can win," Blackmun told the APSE gathering.

The United States hasn't hosted a Summer Olympics since the 1996 Atlanta Games. New York mounted a failed bid for the 2012 Games, which went to London, and Chicago suffered a stinging first-round defeat in the IOC vote for the 2016 Olympics, which were awarded to Rio de Janeiro.

The USOC has since reached a revenue-sharing agreement with the IOC, ending a long-running dispute that contributed to the failed bids. With relations back on track and the USOC working to increase its international presence, the chances for a successful U.S. bid in 2024 are considered vastly improved.

"We've got plenty of time," Blackmun told the AP. "There are no specific deadlines on this process."

The USOC has said it plans to decide by the end of 2014 whether to bid. The International Olympic Committee will select the 2024 host city in 2017.

Blackmun said a joint bid can work in some geographical areas, citing the Bay Area and the cities of San Francisco, Oakland and San Jose as a "natural" possibility.

As for San Diego and Tijuana, he said, "That would have its challenges. We haven't looked at it carefully. We just learned about it."

Chi says. ?The plate lottery system is too big a test for them.?

Yet shifting their focus farther inland or to Western China won?t necessarily mean Chinese brands can escape their handicap in the biggest urban areas, says Cao He, an analyst with China Minzu Securities in Beijing. ?Making their cars visible in cities like Beijing and Shanghai impresses future buyers like migrant workers when they consider buying cars back home,? Cao says. None of the top?10 car models sold in China last year were Chinese brands.

Chinese automakers have focused on cities such as Lanzhou in northwestern Gansu province and Chengdu in Sichuan. Domestic manufacturers can find plenty of growth in such cities, considered third-tier or lower despite populations ranging from 2?million to more than 10?million, says Wang Chuanfu, chairman of?BYD, a Shenzhen-based automaker that counts Warren Buffett?s?Berkshire Hathaway?as an investor. ?Tier-3 and Tier-4 markets are opportunities for local brands,? Wang says.
